Project Overview
IGA Supermarket Inverleigh is a new supermarket and specialty retail development proposed for 24 High Street, Inverleigh. Fox Building Group has been engaged directly by the IGA Inverleigh owner-operator to deliver Pre-Construction Project Management (PCPM) for the project. Acting as lead pre-construction consultant, Fox Building Group is coordinating the full design and approvals team — architect Baldasso Cortese, town planners, and structural, civil, traffic and services engineers — from early concept and feasibility, through town planning with Golden Plains Shire Council, and into detailed construction documentation.
The proposed IGA Supermarket Inverleigh development comprises a full-line IGA supermarket, an integrated IGA Liquor store, three specialty retail tenancies and customer car parking on a 2,040m² corner site at High Street and Dundas Street. The project is currently in Design Development, with documentation progressing toward a building permit and construction tender.
For Fox Building Group, IGA Supermarket Inverleigh reflects the Pre-Construction Advantage in practice: aligning the architect, engineers and Golden Plains Shire Council requirements early, so that the eventual construction tender is based on complete, buildable documentation rather than assumptions made on the fly.

Project Insight
The IGA Supermarket Inverleigh development sits on a former residential corner allotment at High Street and Dundas Street, opposite the Hamilton Highway. Fox Building Group’s pre-construction role begins well before the first sod is turned: leading the consultant team through feasibility, town planning and design development so that budget, buildability and approvals risk are addressed while decisions are still on paper. This is the Pre-Construction Advantage in practice — closing the gap between design ambition and construction reality before a builder is even appointed to build the project.
Coordinating a project of this scale in a small regional town brings its own complexities. The existing dwellings, garages and sheds on site require demolition, and the design responds to a residential interface through a 1,800mm acoustic paling fence, on-site stormwater detention and two 5,000-litre rainwater tanks. Fox Building Group is working with the project’s civil, traffic and services engineers to resolve car parking, a dedicated loading dock and permeable paving to the customer car park, while tracking Bushfire Attack Level (BAL) requirements applicable to the Golden Plains Shire locality.
Delivering IGA Supermarket Inverleigh well also means engaging early and transparently with neighbouring residents and the Golden Plains Shire community, since a development of this scale in a small regional town depends on trust as much as technical compliance.
Externally, the concept design pairs Cemintel Territory brick and woodlands-look cladding with precast concrete panelling and a black cantilevered entry canopy — a façade language Fox Building Group is helping to test against buildability and budget as the drawings progress from Design Development into full construction documentation.
Effective pre-construction management is about sequencing decisions correctly, not moving fast for its own sake. For IGA Supermarket Inverleigh, Fox Building Group is managing the interfaces between architecture, structural and civil engineering, and town planning so that Golden Plains Shire Council receives a complete, coordinated permit application — and so that the documentation issued for construction pricing is buildable, not just approvable. Our role on this engagement does not extend to construction delivery; it is confined to leading the design and approvals process on the owner-operator’s behalf, giving the client cost, programme and constructability advice from a team that manages construction every day, without the conflict of also being the contractor pricing the job.
FAQs
Fox Building Group has been engaged by the IGA Inverleigh owner-operator to provide Pre-Construction Project Management (PCPM). This means coordinating the architect, town planners, and structural, civil, traffic and services engineers from early concept through town planning and into construction documentation — without acting as the head contractor at this stage.
The proposal is a new commercial development of approximately 1,150m² comprising a full-line IGA supermarket, an integrated IGA Liquor store, three specialty retail tenancies, a shared mall, loading dock and customer car parking, on a 2,040m² corner site at High Street and Dundas Street within the Golden Plains Shire.
The site currently holds a mix of older dwellings, garages and sheds, all of which will be demolished to make way for the new development.
The project is in Design Development, with architectural drawings by Baldasso Cortese Architects being finalised ahead of town planning lodgement with Golden Plains Shire Council and progression into construction documentation.
Fox Building Group is coordinating consultants, overseeing design documentation, managing the approvals pathway and providing cost and buildability advice at key milestones — the same PCPM model we offer commercial and residential clients seeking early clarity on budget and feasibility before construction begins.
A construction start date has not yet been confirmed. It is contingent on town planning approval and the completion of construction documentation, both of which Fox Building Group is currently managing on behalf of the owner-operator.
Once a building permit is issued, Fox Building Group will support the owner-operator through a competitive construction tender before a start date is locked in.
The Pre-Construction Advantage is Fox Building Group’s approach to resolving budget, buildability and approvals risk while a project is still on paper. On IGA Supermarket Inverleigh, that means coordinating the architect, engineers and Golden Plains Shire Council requirements during Design Development, so the documentation issued for construction pricing is genuinely buildable rather than just approvable.
